Overview
Toxtricity VMAX has decent toughness [320 HP] and has Fighting Weakness. Since it is not a very agile Pokemon, you will need 2 Energy to retreat.
It has only 1 attack, G-Max Riot and this attack requires 2 Lightning Energy and 1 Colorless Energy. This attack has 160 base damage and does extra 80 damage if your opponent's Pokemon is Poisoned. So, the total damage will be 250 including 10 Posioned damage and is strong enough to OHKO almost any Basic V Pokemon.
You can also Poison your opponent's by using its pre-evolution, Toxtricity V first attack, Poison Jab. Its other attack, Electric Riot works in the same ways G-Max Riot. The attack has 90 based damage and does extra 90 damage if your opponent's Pokemon is Poisoned.
Poison
Relying on Toxtricity V to Poison your opponent's Pokemon is not really effective. Because, you will need to 2 turns to use G-MAX Riot (First turn use Poison Jab and then use G-Max Riot). The better option is to use Garbodor Ability, Poisonous Puddle. By using this Ability, you can make your opponent's Pokemon Poisoned as long as a Stadium is in play. In the current format, almost every deck use a Stadium so you will be able to Poison your opponent easily by using Garbodor.
Although there is a high chance that your opponent will play Stadium, it is also good to have Stadium in your deck in case your opponent chose not to play any stadium. Path to the Peak is a great choice for your deck as it can block your opponent's Pokemon V and Pokemon GX Abilities and it won't effect your Toxtricity VMAX at all.
Energy Setup
Boltund V attack, Electrify can be used to attach 2 Lightning Energy to your Toxtricity VMAX from your deck and you only need 1 Lightning Energy to use this attack. With this effect, you will only need 2 turns to attach 3 Lightning Energy to Toxtricity VMAX and use its attack, G-Max Riot.
Additionally, you can consider Boltund V as your second attack due to its second attack, Bolt Storm. The attack has 10 base damage and does 30 extra damage for each Lightning Energy attached to all your Pokemon. As you attached more and more Lighting Energy throughout the game, you will be able to deal quite high damage using Bolt Storm attack in the late game.
